Won't start Has gas battery charged. Disconnected the negative cable when reattach won't start now. Help

I believe there is an issue with the distributor or fuel pump not sure, last shop I took it to did a horrible job took 3 weeks and it still wasn't fixed me "I give up". Just need someone who can identify the problem correctly and fix it affordably.

Mechanic services. I have a 1996 Toyota Camry 5SFE 2.2L, timing belt slipped, so it still runs but pretty bad with slack in belt between the 2 upper pulleys. I have a new OEM timing belt.
