Need seized bolts taken out, and a few that broke extracted from an outboard motor

There's 4-5 seized/frozen head bolts and a that I broke off overtightening it when I was just going to put it all back together. Also 3 small bolt posts that the heads broke off of that hold the water jacket on need to be extracted if not too hard to do. Motor is currently still attached to my boat in driveway.
