My steering wheel does a full 360 but will not turn car

I have a Chevy cobalt 2005. One day on the way to work pulling out of my house the wheel made a loud pop and immediately would not turn the car. The wheel does a full 360 and sounds like it’s not attached. Currently looking to move out and need a car. Would like to find out what is wrong with it and approximately how much it will be to fix.
